China's domestic aviation market to see full recovery in Q4 - CAAC director

China's domestic aviation market is expected to see a full recovery in the fourth quarter or by Chinese New Year early next year, Xinhua news agency reported, citing the director of the Civil Aviation Administration of China (CAAC) Yang Yuanyuan.

Yang said passenger traffic has rebounded since the beginning of June, bringing the current passenger volume to about 50 pct of that for last year, and flights have reached 73 pct of last year's figure.

Yang said, however, that passenger traffic for international flights and flights to Hong Kong and Macau have not yet recovered significantly, with the current passenger volume accounting for about 25 to 30 pct of last year's level.

The agency said the CAAC unveiled a plan yesterday aimed at lifting the aviation sector out of its slump.

It said as part of the efforts to guarantee security for potential travelers, the CAAC will invite representatives from the International Civil Aviation Organization to inspect airports in Beijing, Shanghai and the southern Chinese city of Guangzhou to alleviate public concerns about security.

The CAAC also plans to expand the market by encouraging cooperation between airlines and tourism companies, as well as by facilitating air freight, the agency added.

但同时杨元元指, 国际航线和港澳航线客流回升尚不明显, 客流量约为上年同期的25%到30%。
报道称, 民航总局昨天提出一项振兴民航业的计划, 将邀请国际民航组织(International Civil Aviation Organization)代表对北京、上海和广州的机场进行检查, 以消除公众和潜在乘客对机场安全的担忧。
同时民航总局还计划通过鼓励航空公司和旅行社之间的合作进一步扩大民航市场。

China's CAAC denies report of plan to cancel airport construction fee - report

The Civil Aviation Administration of China (CAAC) has denied a media report saying it plans to temporarily cancel the 50 yuan airport construction fee for domestic flights to spur the SARS-hit aviation industry, the Beijing Youth Daily reported.

The CAAC was not immediately available for comment.

China began levying airport construction fees in March 1992, with 50 yuan per passenger charged on domestic routes and 90 yuan per passenger on international routes.

Earlier, the Beijing Business Today reported the CAAC unveiled a plan yesterday aimed at lifting the aviation sector out of its slump, including allowing airlines to decide ticket prices on their own and strengthening security inspections.

It said China's airlines will be allowed to set their own ticket prices for domestic flights within government-set limits of no less than 40 pct discount on the ticket's full price before a CAAC ticket hearing is held in July.

As for routes operated by a single airline, the government will not set a limit for the ticket price, offering more freedom to the airline to decide its airfare, it added.
中国民航总局澄清有关停收场建设费传闻

《北京青年报》报道, 中国民用航空总局(CAAC)澄清说, 并没有停收机场建设费的计划。
此前有媒体报道, 为吸引旅客乘坐飞机, 民航总局将停收国内航线旅客50人民币的机场建设费。
中国政府从1992年起开征机场建设费, 每位乘客国内和国际航线分别收取50元和90元的机场建设费。

China's CAAC to transfer management of 93 airports to local govts within yr

The Civil Aviation Administration of China (CAAC) plans to shut down its provincial-level branches within the year, and transfer the management rights of 93 domestic airports to local governments, Xinhua news agency reported.

The news agency quoted CAAC deputy director Gao Hongfeng as saying the move, which is part of CAAC's overall restructuring efforts, involves the transfer of 40 bln yuan worth of assets and 50,000 staff.

However, he said, the Beijing Capital International Airport and airports in Tibet will remain under CAAC's jurisdiction.

CAAC has already transferred the management rights of airports in central Hunan province and western Qinghai province to the local governments in March and June respectively, he added. (1 usd = 8.277 yuan)
民航总局年内移交93家机场管理权

新华社报道, 中国民航总局计划今年撤销各省民航局, 并将93家机场的管理权移交给当地政府。
报道指, 民航总局副局长高宏峰表示, 上述举措是民航总局全面调整计划之一, 涉及资产400亿人民币和5万名职工。
但高宏峰称北京首都国际机场和西藏各家机场仍将受到民航总局直接管理。而湖南、青海两省各机场的管理权已分别于3月和6月份移交给了当地政府。
