China Seeks Foreign Invest In Sectors Using Latest Tech

China will encourage more foreign investment in sectors that bring in the latest technology, but limit investment in overheated sectors to meet its macroeconomic control measures.

The National Development and Reform Commission over the weekend published its updated foreign investment guidelines. The guidelines classify businesses as those in which foreign investment is "encouraged," "restricted" or "forbidden." The updated list will take effect Jan. 1, it said.

The commission, which sets industry policy in China, said it would further open up sectors that need the latest technology, adding more high-tech businesses to the list of encouraged investments. For example, it would encourage foreign investment in the production of key parts for large-screen projector color televisions, electronics for automobiles, and laser disks.

The guidelines would also open up new sectors to foreign investment and accelerate the liberalization of the service sector, the commission said. China will for the first time allow foreign investment in TV program and film production and publishing.

However, the commission said it was adjusting the list of businesses where foreign investment was previously encouraged, such as production of wide-thick steel sheets, zinc-plated sheets, scrap metal, and polyester.

While the government continues to encourage investment in overheated sectors where the latest technology is used, it said it will restrict overinvestment in low-technology projects in those sectors.

中国国家发展和改革委员会(National Development and Reform Commission, 简称:国家发改委)在上周末发布了最新的《外商投资产业指导目录(2004年修订)》(简称:《目录》)。新《目录》将外商投资划分为:鼓励类、限制类或禁止类。新《目录》自2005年1月1日起实行。
